SS600:2014 - Code of Practice for Bunkering

The Singapore Bunkering Standard (SBP) was developed by the Singapore Shipping Association (SSA) in association with the Port of Singapore Authority (PSA) and the Singapore International Arbitration Centre (SIAC) in 1992. Based on the second edition of the SBP, the Singapore Productivity and Standards Board (PSB) has published the Singapore Standard, Code of Practice for bunkering by bunker barges/tankers (CP 60 : 2004).

The Technical Committee for Bunkering under the purview of the Chemical Standards Committee. SS 600: 2014 review and prepared the result of the review of SS600: 2014 – ‘Bunkering by bunker tankers’ and CP 77: 1999 – ‘Bunker surveying’.

Both SS600 and CP 77 were revised concurrently for consistency. SS600 : 2014, a combination of the requirements of SS600 and CP 77, is in compliance with Maritime and Port Authority of Singapore (MPA)’s requirements on the collection of the representative samples for a bunkering operation.

MPA is the implementing authority of this standard. Particular changes in the standard include:

a) Continuous enhancement to the technical requirements on sample bottles and security seals to further promote sample bottle security

b) Declaration in the bunker delivery note that the bunker fuels supplied meet the Regulation of MARPOL 73/78 Annex VI, and

c) Standardisation of the bunkering documents such as Bunker Delivery Note, Stock Movement Logbook, etc.

This standard comprises two chapters. Chapter One covers the delivery by bunker tankers which specifies the procedures and requirements for the delivery of bunker by bunker tankers to vessels in the Port of Singapore, including documentation, equipment and verification during a bunkering operation. It covers pre-delivery, actual delivery and post-delivery checks and documentation. This Chapter is based on the second edition of the "Singapore bunkering procedure (for bunkers delivered by bunker barges/tankers to ships)", published by the Singapore Shipping Association (SSA) in association with the Maritime and Port Authority of Singapore (MPA) in 1992. An agreement has been reached with SSA and MPA for the use of information from this publication.
