New standards for bunker mass flow metering, the SS648:2024, will be mandated by the Maritime and Port Authority of Singapore (MPA) from 1 April 2025. In line with this regulatory development, SSA’s new training course “SS648:2024 unveiled: Transforming Singapore’s Bunkering Practices” equips cargo officers and licensed surveyors with knowledge of the new requirements.

Through the one-day workshop, attendees gained a deeper understanding of the revised SS648:2024 scope and procedures, including meter selection, system integrity standards, and technical specifications for MFM-based bunkering. The course also provided valuable guidance on executing compliant and accurate bunkering operations, resolving quality and quantity disputes, and interpreting bunker quality tests to ensure fuel compliance.

As the revised Code of Practice covers the use of biofuels, the course also addressed MFM considerations for alternative fuel bunkering.

Sam Kang, Assistant Bunker Programmer from Golden Island Pte Ltd,  shared “The lecturers are all well-versed and experienced. Some of the takeaway knowledge from the lecturers is based on their hands-on experience. I got to meet more counterparts and had some of our enquiries answered by the lecturers.”

It is also worthwhile to note that the updated standards include guidelines on digitalisation of bunkering operations, such as use of data logger and edge device with enhanced requirements for data security, data integrity and data transmission requirements.

As of February 2025, the SSA has conducted seven runs of the course, training a total of 179 participants. The overwhelming response reflects the industry’s commitment to staying ahead of regulatory changes and reinforcing Singapore’s position as a global bunkering hub.
